Bodhi conducted a robust mixed-methods baseline analysis for Plan International in support of the Youth For Change and Learn, Earn, and Prosper (LEAP) programmes, focused on enhancing youth empowerment in Ethiopia and South Sudan and implemented from July 2022 to September 2025. The "Youth for Change" project was funded by the German Federal Foreign Office, and the "LEAP" project was funded by the German Federal Ministry of Economic Cooperation and Development, and both projects were implemented by Plan International. The analysis was based on a gender-mainstreaming and conflict-sensitive approach to identify project gaps and bottlenecks and inform future programming. The purpose of the study was to determine baseline values for project indicators, validate indicator suitability, identify gender bias and discrimination barriers, and provide programmatic recommendations. The study primarily utilised a quantitative survey methodology with three samples (Youth for Change in South Sudan and Ethiopia, and LEAP in South Sudan) and incorporated limited informal key informant interviews for contextual information and learning questions.
