Final Evaluation of Promoting Sustainable Partnership for Economic Transformation (PROSPECTS III)

We undertook a mixed methods final evaluation of Mercy Corp’s PROSPECTS(Promoting Sustainable Partnership for Economic Transformation) urban youth livelihoods programme. The purpose of the final evaluation was to assess the extent to which the program objectives were met in relation to the strategies developed, resources used, and activities carried out in its implementation. It assessed the program against the OECD-DAC criteria (relevance, effectiveness, efficiency, impact, sustainability) and the programme’s logical framework. More broadly, the evaluation served to draw out lessons learned to guide future youth employment programmes in Liberia or elsewhere, including possible future phases of the PROSPECTS programme.
