Bodhi Global Analysis is undertaking a baseline study commissioned by DOT Rwanda to assess the current context in Rwanda concerning digital income generation opportunities (digital jobs and digitally‑enabled businesses) for the Digital Skills for Employability (DSE) Programme implemented by the DSE Consortium. The programme is DOT Rwanda’s transformative four‑year initiative that aims to empower young people to secure dignified and fulfilling livelihoods in the digital economy. The study includes conducting a context analysis, establishing baseline values against impact, outcome, and output indicators, stakeholder mapping, identifying key challenges and opportunities, and developign actionable recommendations for the programme's implementation. The study is being conducted in close collaboration and coordination with the DOT Rwanda MEL team to ensure the baseline adopts contextually relevant research approaches, methodologies and tools. Bodhi adopted a mixed-methods approach to the data collection, encompassing both qualitative and quantitative methods and utilised. gender-responsive, disability-inclusive, and participatory approach to the entire study.
