Bodhi is undertaking a political economy analysis (PEA) to provide ReDSS and its partners with a comprehensive understanding of the political, economic, and social dynamics shaping refugee responses in the Great Lakes region. Our analysis will focus particularly on the complex interplay between formal institutions and informal practices that influence policy decisions and implementation regarding durable solutions for refugees, with special attention to the Burundian and Congolese refugee contexts across the twelve ICGLR member states. Through a rigorous desk‐based approach complemented by remote stakeholder engagement, we will examine how various stakeholders’ interests, incentives, and power dynamics affect refugee policy and practice. The analysis will pay particular attention to gender dimensions, examining how gender norms and roles influence decision making processes and policy outcomes at both national and regional levels.
