Bodhi will conduct an end of country evaluation for the Global Community Engagement and Resilience Fund (GCERF) following seven years of activity in Sri Lanka. The programme consisted of the implementation of the Accelerated Funding Method (AFM) model and funding of local CSOs through the main national partner, HELVETAS. This resulted in the roll-out of prevention initiatives between 2021 and 2025, to empower youth who are unemployed, in secondary or tertiary education, or otherwise disenfranchised, to resist recruitment by violent extremist groups. The evaluation will utilise the OECD-DAC criteria to examine the relevance, coherence, effectiveness, efficiency, impact and sustainability of community-based PVE activities implemented between 2020 and 2025. Bodhi will develop Context‐Mechanism‐Outcome (CMO) configurations for each of the six districts, followed by thorough document review, as well as Key Information Interviews (KIIs) and Focus Group Discussions (FGDs).
