Bodhi conducted a final evaluation of the IOM-led 'Addressing Human Security through Integrated Support for the Most Vulnerable and Crisis-Affected Communities in South Kordofan'. Bodhi's utilisation-focused approach ensured that findings directly inform future decision-making for IOM and its partners. It applied the OECD-DAC criteria of relevance, coherence, effectiveness, efficiency, impact, and sustainability to examine both the design and execution of the programme. Evaluation questions were developed collaboratively with IOM, grounded in the programme’s results framework, and aligned with the Human Security (HS) approach. A total of 38 evaluation questions were developed and organized into an evaluation matrix, linking questions to relevant data sources and indicators. A total of 34 documents were reviewed to enable the evaluation team to deepen their understanding of the programme’s design logic, operational strategy, and anticipated outcomes. 13 key informant interviews were conducted with programme staff, local authorities and other NGO staff. Respondents were interviewed either in-person in Al Rahmaniya or remotely in Port Sudan and Kadugli town. In addition, five focus group discussions (FGDs), 117 quantitative surveys, and one case study were conducted in Al Rahmaniya with programme participants. Particular emphasis was placed on assessing how the programme adapted to the shifting context following the April 2023 conflict and the degree to which the Human Security (HS) approach was meaningfully integrated and applied.
