The overall purpose of this consultancy is to research how closing civil society space is affecting Trócaire’s partners and wider civil society actors in selected priority contexts, and to provide clear, actionable recommendations on how Trócaire can deepen its support to grassroots actors and social movements as it develops its next Strategic Plan. It aims to generate further, context‑specific evidence from four priority contexts, Guatemala, Honduras, Zimbabwe and the occupied Palestinian territory (OPT-I), and to translate this evidence into practical recommendations for Trócaire’s next Strategic Plan. The study will proceed through three interconnected phases. Phase One includes a comprehensive literature review that will scan the latest global and context‐specific developments in civic space, as well as an extensive desk review of relevant documentation. Phase Two will contain data collection through key informant interviews (KIIs) and focus group discussions (FGDs) with relevant stakeholders across the four priority contexts and at global level. Phase Three focuses on analysis and will lead to the production of context‐specific landscape assessments.
