The purpose of this Final Term Evaluation is to assess the She Leads programme, a five‐year strategic partnership (2021-2025) between Plan International, Defence for Children ‐ ECPAT, FEMNET, and Terre des Hommes. The programme aims to increase the sustained influence of girls and young women (GYW) on decision‐making and the transformation of gender norms in formal and informal institutions across nine countries, two regional programmes, and one global advocacy network. Our objectives are to evaluate the effectiveness, coherence, and sustainability of the programme's interventions whilst assessing the quality of meaningful youth participation, gender transformative approaches, and climate considerations throughout implementation. Through a gender-transformative, youth‐led, and participatory approach, Bodhi Global Analysis will evaluate how the programme has achieved its intended results across three core domains: socio-cultural, civil society, and institutional. We will examine how increased acceptance of positive gender norms, enhanced collective action of GYW in gender-responsive civil society, and enabling political institutions have contributed to the sustained influence of GYW on decision‐making processes. The evaluation will adopt a mixed‐methods approach incorporating both quantitative and qualitative methodologies, strategically designed to comply with IOB criteria requirements while ensuring a comprehensive assessment of the programme's outcomes and impacts across all nine countries of implementation. The value of the evaluation is 198,000 EUR.
