Bodhi conducted an impact evaluation of Oxfam's Horn, East and Central Africa (HECA) Regional Platform's influencing work, focusing on two key programmes: the Rights in Crisis network and the Extractive Industries programme. The Rights in Crisis network aims to empower people affected by crises, while the Extractive Industries programme seeks to elevate the voices of individuals impacted by the industry. Our evaluation assessed the impact of both programmes at regional and country levels. We examined how effectively these initiatives have influenced policies, practices, and public discourse in their respective areas. The study also identified key lessons to guide the design of future influencing work. This comprehensive evaluation aimed to provide Oxfam with insights into the effectiveness of its advocacy and empowerment strategies in the HECA region, offering recommendations for enhancing the impact of future influencing initiatives in crisis response and extractive industry contexts.
