Bodhi Kenya was contracted by the Africa Enterprise Challenge Fund (AECF) to conduct the Mid‐Term Review (MTR) for the Investing In Women in the Blue Economy Kenya Programme (IIW‐BEK), a programme operating in ten counties spanning both the Lake Victoria region (Busia, Siaya, Kisumu, Homa Bay, and Migori) and the Indian Ocean coast (Mombasa, Kwale, Kilifi, Lamu, and Tana River). Through a challenge fund model, the programme competitively selects enterprises for support, with a total funding envelope of CAD 10.2 million. The MTR covered the first 38 months of implementation (February 2022 – March 2025) and assessed programme performance against its objectives, focusing on enhancing women’s economic empowerment and reduced gender inequalities and social norms in Kenya’s blue economy. Having adopted a comprehensive mixed-methods approach designed to reflect the multi-dimensional nature of the IIW-BEK programme, the the evaluation systematically assessed progress against the OECD-DAC criteria while also addressing key mid-term review priorities for AECF.
