Monitoring and Evaluation

Tom is a Monitoring, Research, Evaluation and Learning (MREL) specialist with over six years of experience across MEL advisory services, Data, Strategy, and Research. His work spans fragile and conflict-affected contexts across East Africa, the Horn of Africa, MENA, and Southeast Asia, covering thematic areas including humanitarian response, cash and market systems, counter-terrorism, education, gender equality, climate-migration, financial inclusion, and health systems strengthening.

Tom has deep expertise across the full evaluation cycle — from inception through validation and final reporting — with strong command of advanced methodological approaches including Contribution Analysis, Process Tracing, Theory of Change reconstruction, and Outcome Harvesting. He is experienced in both in-person and fully remote evaluation management, including in active conflict settings. He is equally comfortable with quantitative and qualitative methods.

Alongside his work at Bodhi, Tom has operated as an independent MEL consultant and advisor. Most recently, he served as MEL Lead on an FCDO/CSSF-funded counter-terrorism programme supporting the Somali Police Force.

With Bodhi, Tom has led and contributed to evaluations for clients including Mercy Corps, UNICEF, IOM, ACTED, UNMAS, and the British Council, working against a wide range of donor frameworks — including, but not limited to: Foreign, Commonwealth & Development Office (FCDO), Agence Française de Développement (AfD), Bureau for Humanitarian Assistance (BHA), United Nations Trust Fund for Human Security (UNTFHS), Japan International Cooperation Agency (JICA), and Global Affairs Canada (GAC).

He holds a BA in Politics from the University of East Anglia and an MSc in Analytics from the University of London. He has in field experience across East Africa and MENA.
